B1 Counterbalance Forklift Refresher Course – Eligibility
The RTITB and Health & Safety Executive (HSE) have set guidance and some eligibility criteria for attending these B1 Counterbalance Forklift Refresher Training Courses.
B1 Counterbalance Forklift Refresher Course – Eligibility Criteria
Experience Level – This B1 Counterbalance Forklift Refresher Course is for those who have previously received formal training on a B1 Counterbalance Forklift and have documentary evidence, such as an operator certificate or verifiable training record.
Age – To attend this B1 Counterbalance Forklift Refresher Course and operate an B1 Counterbalance Forklift in the workplace you must be at least school leaving age (16). Please note, subject to a risk assessment, if you are under the age of 18 you may need to be supervised in the workplace when using a B1 Counterbalance Forklift until you reach the age of 18. In addition, no person under the age of 18 can use a B1 Counterbalance Forklift on docks, or ports.
Language – The B1 Counterbalance Forklift Refresher Course has multiple classroom-based theory lessons throughout. A written theory test is also mandatory. In addition, the safe use of a B1 Counterbalance Forklift requires that the operator reads and understands any safety signs, local safety notices, and can thoroughly understand the manufacturer’s operator handbook for a B1 Counterbalance Forklift.
The practical training aspect of this B1 Counterbalance Forklift Refresher Course, and the mandatory practical test of operating skills, involves continuous verbal instructions that the trainee must be able to understand and act upon in a safe manner.
Therefore, good comprehension of English language and literacy are important for attending this B1 Counterbalance Forklift Refresher course.
Note – In extreme cases, an accredited translator can be used for the purposes of testing. The chosen translator must not be a candidate on the B1 Counterbalance Forklift Refresher course and must not alter the sense of any of the answers given by the candidate. If required, please seek legal advice on the use of an accredited translator.
Medical – There is currently no legislation or clear medical guidance available in relation to the specific use of a B1 Counterbalance Forklift. In general, we would apply the HSE principle that each person’s fitness for operating a B1 Counterbalance Forklift should be judged individually to ensure that people with disabilities are not disadvantaged but competence in an emergency must always be considered.
We would therefore generally follow the health guidance issued by the DVLA for Group 1 entitlement if the need arises to assess capabilities for operating a B1 Counterbalance Forklift.
Essentially, if you are not, or would not be restricted in obtaining a UK driving licence, then there should be no restrictions in operating a B1 Counterbalance Forklift in normal circumstances.
Note – All trainees are required to sign a medical declaration at the beginning of these B1 Counterbalance Forklift Refresher courses.
Driving Licence – You do not need a driving licence (car licence) to attend this B1 Counterbalance Forklift Refresher Course, nor do you need a driving licence to operate a B1 Counterbalance Forklift on business premises (unless it is taken onto a public road).

Note – Your RTITB instructor will identify and explain all potential safety faults throughout the duration of your B1 Counterbalance Forklift Refresher Training Course and will deliver corrective training on each as they occur.

The RTITB and Health & Safety Executive (HSE) have set guidance and some eligibility criteria for attending these B4 Counterbalance Forklift Refresher Training Courses.
B4 Counterbalance Forklift Refresher Course – Eligibility Criteria
Experience Level – This B4 Counterbalance Forklift Refresher Course is for those who have previously received formal training on a B4 Counterbalance Forklift and have documentary evidence, such as an operator certificate or verifiable training record.
Age – To attend this B4 Counterbalance Forklift Refresher Course and operate a B4 Counterbalance Forklift in the workplace you must be at least school leaving age (16). Please note, subject to a risk assessment, if you are under the age of 18 you may need to be supervised in the workplace when using a B4 Counterbalance Forklift until you reach the age of 18. In addition, no person under the age of 18 can use a B4 Counterbalance Forklift on docks, or ports.
Language – The B4 Counterbalance Forklift Refresher Course has multiple classroom-based theory lessons throughout. A written theory test is also mandatory. In addition, the safe use of a B4 Counterbalance Forklift requires that the operator reads and understands any safety signs, local safety notices, and can thoroughly understand the manufacturer’s operator handbook for a B4 Counterbalance Forklift.
The practical training aspect of this B4 Counterbalance Forklift Refresher Course, and the mandatory practical test of operating skills, involves continuous verbal instructions that the trainee must be able to understand and act upon in a safe manner.
Therefore, good comprehension of English language and literacy are important for attending this B4 Counterbalance Forklift Refresher course.
Note – In extreme cases, an accredited translator can be used for the purposes of testing. The chosen translator must not be a candidate on the B4 Counterbalance Forklift Refresher course and must not alter the sense of any of the answers given by the candidate. If required, please seek legal advice on the use of an accredited translator.
Medical – There is currently no legislation or clear medical guidance available in relation to the specific use of a B4 Counterbalance Forklift. In general, we would apply the HSE principle that each person’s fitness for operating a B4 Counterbalance Forklift should be judged individually to ensure that people with disabilities are not disadvantaged but competence in an emergency must always be considered.
We would therefore generally follow the health guidance issued by the DVLA for Group 1 entitlement if the need arises to assess capabilities for operating a B4 Counterbalance Forklift.
Essentially, if you are not, or would not be restricted in obtaining a UK driving licence, then there should be no restrictions in operating a B4 Counterbalance Forklift in normal circumstances.
Note – All trainees are required to sign a medical declaration at the beginning of these B4 Counterbalance Forklift Refresher courses.
Driving Licence – You do not need a driving licence (car licence) to attend this B4 Counterbalance Forklift Refresher Course, nor do you need a driving licence to operate a B4 Counterbalance Forklift on business premises (unless it is taken onto a public road).

You will be checking that the B4 Counterbalance Forklift is legal and safe before use.
This requires that you identify numerous parts and components of the B4 Counterbalance Forklift and clearly state to your examiner what potential faults or damage you are looking for.
From all potential parts/components of a B4 Counterbalance Forklift, there are 14 safety critical mandatory parts and components that must be identified and discussed during this pre-use inspection test.
Failure to identify and discuss just one of those 14 safety critical mandatory checks will result in a referral (course failed). A re-test will be required after a period of remedial training.

B4 Counterbalance Forklift Refresher Course – Basic Operator Skills Test Guidance Notes

- Stacking and de-stacking accurately at all levels
- Observation of the working environment
- Judgement of speed, height, width, and distance from within the confines of the machine
The B4 Counterbalance Forklift Refresher Course practical skills test is marked on a penalty points system. You gain penalty points for all safety faults that occur. Exceeding the maximum permitted penalty points will result in a referral (test failed). A re-test will be required after a period of remedial training. Your instructor will inform you of the maximum points permitted.
The B4 Counterbalance Forklift practical skills test is also a time restricted test, with penalty points incurred for exceeding set times. Exceeding the maximum permitted set time will result in a referral (test failed). A re-test will be required after a period of remedial training. Your instructor will inform you of the maximum permitted time.
There are also 6 safety critical factors that your examiner will be looking for and will halt the test immediately if any of those 6 safety critical factors occur. This would result in a mandatory disqualification and a referral (failed test). A re-test will be required after a period of remedial training.
Note – Your RTITB instructor will identify and explain all potential safety faults throughout the duration of your B4 Counterbalance Forklift Refresher Training Course and will deliver corrective training on each as they occur.
(An overview of the B4 practical skills test marking sheet can be seen here – B4 Counterbalance Forklift Practical Test Marking Sheet).
