The A1 Pedestrian Pallet Truck, commonly referred to as an A1 PPT (Powered Pallet Truck), A1 POET (Pedestrian Operated Electric Truck), or simply A1 PedOp (Pedestrian Operated), is a common ‘low level’ pallet transporter used in warehouses, shops, and to load/unload flat-bed vehicles on loading bays.
They can be operated as a ‘walkie’ or, if fitted with a flip down platform, can be used as a ‘ride-on’.

Who is the A1 Pedestrian Pallet Truck Novice Course for?
The RTITB accredited A1 Pedestrian Pallet Truck Novice Course is designed for those with no, or very limited, experience of using an A1 Pedestrian Pallet Truck.
A1 Pedestrian Pallet Truck – Novice Course Eligibility
The RTITB and Health & Safety Executive (HSE) have set guidance and some ‘eligibility criteria’ for attending A1 Pedestrian Pallet Truck Training Courses for Novice candidates.
Eligibility Criteria:
Experience Level – This A1 Pedestrian Pallet Truck Novice Course is open to all experience levels.
Age – To attend this A1 Pedestrian Pallet Truck Novice Course and operate an A1 Pedestrian Pallet Truck in the workplace you must be at least school leaving age (16). Please note, subject to a risk assessment, if you are under the age of 18 you may need to be supervised in the workplace when using an A1 Pedestrian Pallet Truck until you reach the age of 18. In addition, no person under the age of 18 can use an A1 Pedestrian Pallet Truck on docks, or ports.
Language – This A1 Pedestrian Pallet Truck Novice Course has multiple classroom-based theory lessons throughout. A written theory test is also mandatory. In addition, the safe use of an A1 Pedestrian Pallet Truck requires that the operator reads and understands any safety signs, local safety notices, and can thoroughly understand the manufacturer’s operator handbook for a Pedestrian Pallet Truck.
The practical training aspect of this A1 Pedestrian Pallet Truck Novice Course, and the mandatory practical test of operating skills, involves continuous verbal instructions that the trainee must be able to understand and act upon in a safe manner.
Therefore, good comprehension of English language and literacy are important for attending this A1 Pedestrian Pallet Truck Novice Course.
Note – In extreme cases, an accredited translator can be used for the purposes of testing. The chosen translator must not be a candidate on the Novice course and must not alter the sense of any of the answers given by the candidate. If required, please seek legal advice on the use of an accredited translator.
Medical – There is currently no legislation or clear medical guidance available in relation to the specific use of an A1 Pedestrian Pallet Truck. In general, we would apply the HSE principle that each person’s fitness for operating a Pedestrian Pallet Truck should be judged individually to ensure that people with disabilities are not disadvantaged but competence in an emergency must always be considered.
We would therefore generally follow the health guidance issued by the DVLA for Group 1 entitlement if the need arises to assess capabilities for operating an A1 Pedestrian Pallet Truck.
Essentially, if you are not, or would not be restricted in obtaining a UK driving licence, then there should be no restrictions in operating an A1 Pedestrian Pallet Truck in normal circumstances.

To pass the RTITB accredited A1 Pedestrian Pallet Truck Novice Course, and receive an official RTITB accredited operator certificate for an A1 Pedestrian Pallet Truck, all novice training candidates must successfully complete 3 tests: –
- Theory Test for A1 Pedestrian Pallet Trucks
- Pre-Use Inspection Test for A1 Pedestrian Pallet Trucks
- Basic Operator Skills Test for A1 Pedestrian Pallet Trucks
A1 Pedestrian Pallet Truck – Theory Test Guidance Notes
The A1 Pedestrian Pallet Truck theory test is compiled of 25 questions.
This consists of 5 Open Questions + 20 Multiple-Choice Questions.
5 of the multiple-choice questions are Mandatory Safety Questions that must be answered correctly.
Each questions carries a maximum of 4 marks.
You must achieve a minimum score of 80% to pass the A1 Pedestrian Pallet Truck theory test, and to pass the course. Failure to achieve 80% will result in a referral (course failed) and a re-test will be required after remedial training.

A1 Pedestrian Pallet Truck – Pre-Use Inspection Test Guidance Notes
The A1 Pedestrian Pallet Truck pre-use inspection test is a visual and physical examination of the Pedestrian Pallet Truck.
You will be checking that the A1 Pedestrian Pallet Truck is legal and safe before use.
This requires that you identify numerous parts and components of the A1 Pedestrian Pallet Truck and clearly state to your examiner what potential faults or damage you are looking for.
From all potential parts/components of a Pedestrian Pallet Truck, there are 14 safety critical mandatory parts and components that must be identified and discussed during this pre-use inspection test.
Failure to identify and discuss just one of those 14 safety critical mandatory checks will result in a referral (course failed) and a re-test will be required after remedial training.

A1 Pedestrian Pallet Truck – Basic Operator Skills Test Guidance Notes
The A1 Pedestrian Pallet Truck novice operator skills test (practical test) has been devised to examine the critical skills required of an A1 pedestrian pallet truck operator at a reasonable working pace, which include:
- Starting and stopping the truck
- Driving forward and in reverse, including braking
- Steering accuracy
- Correctly placing a load on the forks
- Using hydraulic controls correctly and sympathetically
- Judging the position of fork tips at varying heights, laden and unladen
- Stacking and de-stacking accurately at low level
- Observation of the working environment
- Judgement of speed, height, width, and distance from within the confines of the machine
The A1 Pedestrian Pallet Truck Novice course practical test is based on a penalty points system. You gain penalty points for all safety faults that occur. Exceeding the maximum permitted penalty points will result in a referral (test failed). A re-test will be required after a period of remedial training. Your instructor will inform you of the maximum points permitted.
The A1 Pedestrian Pallet Truck Novice course practical test is also a time restricted test, with penalty points incurred for exceeding set times. Exceeding the maximum permitted set time will result in a referral (test failed). A re-test will be required after a period of remedial training. Your instructor will inform you of the maximum permitted time.
There are also 6 safety critical mandatory disqualification rules that your examiner will be looking for and will halt the test immediately if any of those 6 occur. This would be a referral (failed test).
Note – Your RTITB instructor will identify and explain all potential safety faults throughout the duration of your A1 Pedestrian Pallet Truck Novice Course and will deliver corrective training on each as they occur.

A1 Pedestrian Pallet Truck – Novice Course Qualification
On successful completion of your A1 Pedestrian Pallet Truck Novice Course, you will receive an official RTITB Accredited A1 Pedestrian Pallet Truck Operator Certificate and a DOLIFTS issued Photo ID Card, which are valid for 3 years from the A1 Novice test completion date.
The successful outcome of your A1 Pedestrian Pallet Truck Novice Course is registered onto the *RTITB NORS Database for 3 years, at which point you will be required to attend an A1 Pedestrian Pallet Truck Refresher Course for re-registration.
You will receive a unique (9-digit) RTITB Operator Registration Number.

To pass the RTITB accredited A1 Pedestrian Pallet Truck Conversion Course, and receive an official RTITB accredited operator certificate for an A1 Pedestrian Pallet Truck, all Conversion training candidates must successfully complete 3 tests: –

The A1 Pedestrian Pallet Truck Conversion operator skills test (practical test) has been devised to examine the critical skills required of an A1 pedestrian pallet truck operator at a reasonable working pace, which include:
- Starting and stopping the truck
- Driving forward and in reverse, including braking
- Steering accuracy
- Correctly placing a load on the forks
- Using hydraulic controls correctly and sympathetically
- Judging the position of fork tips at varying heights, laden and unladen
- Stacking and de-stacking accurately at low level
- Observation of the working environment
- Judgement of speed, height, width, and distance from within the confines of the machine
The A1 Pedestrian Pallet Truck Conversion course practical test is based on a penalty points system. You gain penalty points for all safety faults that occur. Exceeding the maximum permitted penalty points will result in a referral (test failed). A re-test will be required after a period of remedial training. Your instructor will inform you of the maximum points permitted.
The A1 Pedestrian Pallet Truck Conversion course practical test is also a time restricted test, with penalty points incurred for exceeding set times. Exceeding the maximum permitted set time will result in a referral (test failed). A re-test will be required after a period of remedial training. A1 Pedestrian Pallet Truck – Conversion Course Qualification
On successful completion of your A1 Pedestrian Pallet Truck Conversion Course, you will receive an official RTITB Accredited A1 Pedestrian Pallet Truck Operator Certificate and a DOLIFTS issued Photo ID Card, which are valid for 3 years from the A1 Conversion test completion date.
The successful outcome of your A1 Pedestrian Pallet Truck Conversion Course is registered onto the *RTITB NORS Database for 3 years, at which point you will be required to attend an A1 Pedestrian Pallet Truck Refresher Course for re-registration.

Who is the A1 Pedestrian Pallet Truck Experienced Course for?
The RTITB accredited A1 Pedestrian Pallet Truck Experienced Operator Course is designed for those who have at least 6 months of current operating experience but have no formal training in using an A1 Pedestrian Pallet Truck.
A1 Pedestrian Pallet Truck – Experienced Course Eligibility
The RTITB and Health & Safety Executive (HSE) have set guidance and some ‘eligibility criteria’ for attending A1 Pedestrian Pallet Truck Training Courses for Experienced operators.
Eligibility Criteria:
Experience Level – This A1 Pedestrian Pallet Truck Experienced Course is open to those who have at least 6 months of current operating experience but have no formal training in using an A1 Pedestrian Pallet Truck. An operator assessment will be conducted to verify current operating standards.
Age – To attend this A1 Pedestrian Pallet Truck Experienced Course and operate an A1 Pedestrian Pallet Truck in the workplace you must be at least school leaving age (16). Please note, subject to a risk assessment, if you are under the age of 18 you may need to be supervised in the workplace when using an A1 Pedestrian Pallet Truck until you reach the age of 18. In addition, no person under the age of 18 can use an A1 Pedestrian Pallet Truck on docks, or ports.
Language – This A1 Pedestrian Pallet Truck Experienced Course has multiple classroom-based theory lessons throughout. A written theory test is also mandatory. In addition, the safe use of an A1 Pedestrian Pallet Truck requires that the operator reads and understands any safety signs, local safety notices, and can thoroughly understand the manufacturer’s operator handbook for a Pedestrian Pallet Truck.
The practical training aspect of this A1 Pedestrian Pallet Truck Experienced Course, and the mandatory practical test of operating skills, involves continuous verbal instructions that the trainee must be able to understand and act upon in a safe manner.
Therefore, good comprehension of English language and literacy are important for attending this A1 Pedestrian Pallet Truck Experienced Course.
Note – In extreme cases, an accredited translator can be used for the purposes of testing. The chosen translator must not be a candidate on the Experienced course and must not alter the sense of any of the answers given by the candidate. If required, please seek legal advice on the use of an accredited translator.
Medical – There is currently no legislation or clear medical guidance available in relation to the specific use of an A1 Pedestrian Pallet Truck. In general, we would apply the HSE principle that each person’s fitness for operating an A1 Pedestrian Pallet Truck should be judged individually to ensure that people with disabilities are not disadvantaged but competence in an emergency must always be considered.
We would therefore generally follow the health guidance issued by the DVLA for Group 1 entitlement if the need arises to assess capabilities for operating an A1 Pedestrian Pallet Truck.
Essentially, if you are not, or would not be restricted in obtaining a UK driving licence, then there should be no restrictions in operating an A1 Pedestrian Pallet Truck in normal circumstances.
